Bodmando uses the Organizational Capacity Assessment (OCA) Tool to support the design of baseline and periodic capacity assessments of institutions to measure how organizational capacity changes over time. The tool assists organizations to assess the elemental features of effective organizational management, and the identification of those areas in need of further development. The OCA tool is designed to enable organizations to conceptualize capacity-building improvement plans relative to the needs that are identified. It provides institutions with a criterion to assess the capacity of management to implement quality programs, and to identify institutional gaps.

It is noted that several capacity assessments exist but the structure and process of the OCA tool is the distinguishing feature. It is necessary to promote the involvement of all departments and levels to foster organisation-wide learning. Inclusion of all units including the compliance, management, and program components ensures inclusion, enlightens staff on the organizational strengths and challenges and instills ownership for organisational improvement planning.
