Dr. Odimbe David Bwire is a Ugandan Global Health Consultant and Evaluation Technical Expert with 12 years of vast experience stretching from International NGOs, local NGOs, government, the private sector to the United Nations agencies such as UNICEF, UNDP and UNESCO. He is a PhD candidate of Public Health from the University of Central Nicaragua in Central America and holds a Master of Public Health, a Master of Science in Health Services Management and a Post Graduate Diploma in Monitoring and Evaluation, amongst several other academic credentials.

Odimbe who is a distinguished and multi-disciplinary evaluator has served as a team leader and assistant team leader in several national, multi country and multi thematic evaluation studies and he brings a strong understanding of quantitative, qualitative and mixed methods approaches to research and evaluations. For example; he served as a team leader in a Baseline evaluation of the €700, 000 Bloom project funded by Aidsfonds Netherlands and contributed towards meta-evaluations/quality reviews of international USAID funded evaluation studies under Education Management Systems International. He brings a strong multidisciplinary understanding and experiences in participatory rural appraisal methods including emerging evaluation approaches such as contribution analysis, most significant change, outcome harvesting and outcome mapping.
